(CHCP), is a not-for-profit Federally Qualified Health Center (FQHC) that has been providing affordable, primary health care services to the residents of Pinellas County, Florida for 33 years. CHCP currently operates eleven health centers throughout Pinellas County; providing comprehensive healthcare services to low-income, uninsured, and underserved communities. In 2017, CHCP served 50,000 patients for close to 200,000 encounters. Services provided by CHCP include family and pediatric medicine, women?s health services, dental, affordable pharmacy, chiropractic, mental and behavioral health, podiatry, nutrition, exercise, and referrals for substance use needs. The geographic area for the proposed CHCP Family Planning Program is Pinellas County, Florida, which is identified as a Health Professional Shortage Area (HPSA). Pinellas County has approximately 970,000 residents made up of 75% White, 10% Black/African American, 3% Asian, 3% Other, and 9% Hispanic/Latino. The population to be served by this project are the residents of high need areas in Pinellas County. In applying for Title X funds, CHCP aims to provide Family Planning Services to 3,856 individual patients for a total of 8,366 visits. CHCP specifically selected three service locations in the northern, central, and southern parts of the County. Geographical accessibility is essential to ensure access in a county spread over 280 square miles. The CHCP Family Planning Program will assist to increase capacity to ser
ve the low-income residents of Pinellas County, increase access to the full range of family planning services and achieve optimal health outcomes. There is a clear need for increasing access to affordable Family Planning Services in Pinellas County. According to the 2016 American Community Survey, the median family income in Pinellas County is $47,090 which is 17% lower than the Nation. 14.1% of all people are living in poverty. 25.8% of families with female householder and no husband present are living in poverty, and that rate increases to 36.8% with related children of the householder under 5 years only. Pinellas County has severe maternal and child health racial and ethnic disparities that demonstrate the need for reproductive health services targeted to vulnerable populations. The rate of mothers without a High School education is 141% higher for Hispanic mothers than White mothers. The infant death rate is 160% higher for Black mothers than White mothers.The proposed CHCP Family Planning Program will provide birth control, STD testing, treatment and vaccines, HIV testing and screening, cancer screenings and prevention, pregnancy services, family planning education and counseling, and women's and men's primary healthcare services.
