Saint Paul - Ramsey County Public Health, Title X Family Planning Services Program - For over forty years, Saint Paul - Ramsey County Public Health (SPRCPH) has been a Title X grantee offering family planning and related services to populations most in need throughout the east metropolitan area of the Twin Cities and surrounding communities. Unintended pregnancies occur among women of all incomes, educational levels, and ages. However, there are disparities with higher rates occurring among people of color, adolescents, and low-income individuals. SPRCPH Clinic 555 has years of experience providing quality family planning services to these groups. In 2017, 94% of clients had incomes 250% or below federal poverty, 68% were people of color, and 51% were male; three hard-to-serve groups in need of reproductive health services.SPRCPH Clinic 555 offers all core family planning services outlined in the 2014 MMWR report Providing Quality Family Planning and its updates. Services are offered at the primary clinic location in St. Paul, Hubert H. Humphrey Job Corps for youth, Ramsey County Mental Health Center, adults in SPRCPH?s nurse home visiting programs, and juvenile and adult inmates in four correctional facilities. Clinic 555 health educators also provide family planning information and education and STD screening services at over 25 community sites including colleges/universities, middle and high schools, Ramsey County Detoxification Center, adolescents and young adults in Ramsey County?s foster care system, homeless shelters, substance use disorder treatment centers and many other locations. Because Clinic 555 is part of Minnesota?s largest public health department housed in Ramsey County?s Health and Wellness Service Team, clients experience seamless transitions to all other county services they may need. Clinic 555 has well developed relationships and a robust referral system with other medical providers, faith-based organizations, and non-profit agencies in the community.Clinic 555 offers the three FDA approved LARC methods, t
he pill, patch, and ring, Depo Provera, condoms, fertility awareness-based methods and abstinence education methods. Pregnancy testing, basic infertility care, preconception care, immunizations, and testing and treatment of STDs is also available at the clinic. The clinic provides cervical and breast cancer screening on-site. Clinic 555 offers evening hours and walk-in same-day appointments for clients. Since first receiving Title X funding, Clinic 555 has always provided services that are consistent with statutes, regulations, mandates, program guidelines and policy notices. All Clinic 555 staff are trained on reporting of child abuse, sex trafficking, child molestation, sexual abuse, rape and incest. The clinic encourages family and trusted adult participation with minors in sexual decision making. Abortion is not performed as a method of family planning.During this grant period, Clinic 555 will continue improving access to family planning and related services for those most at need in the three counties that make up the Twin Cities East Metro area, Ramsey, Washington, and Dakota. Activities will include expanding outreach to low-income and persons of color, implementing a new electronic health system that is FPAR compatible, assisting clients in the enrollment of insurance, sustaining contracts to bill insurance and Medicaid, creating and solidifying formal linkages with community and faith-based organizations, and providing staff training that adheres to Title X Program Priorities and the new Key Issues.With Title X?s continued support of SPRCPH Clinic 555, residents of Ramsey County and the greater east metropolitan area will continue to have access to culturally competent, evidence-based family planning and related services that are in full compliance with all relevant federal statutes and regulations.
