In this proposal, Action for Boston Community Development (ABCD) outlines a plan for delivery of comprehensive family planning services to reach an estimated 30,975 low-income clients in Boston and contiguous communities?a region characterized by high numbers of women in need of publicly-funded contraceptive services and related reproductive health care. ABCD draws on over 45 years of experience to support the OPA aims of diverse options, highest-quality services, and innovative strategies?while ensuring compliance with the Title X statute, regulations, and legislative mandates. ABCD promotes a high level of accessibility and accountability through rigorous monitoring activities, and a proven framework for delivering clinical services through a network of primary care partners. This network leverages substantial non-federal resources to support Title X services, and engages a broad range of community-based and faith-based partners, promoting effectiveness and cost-efficiency. In addition, ABCD?s strong financial and management infrastructure ensures rapid and effective use of federal funds. In this proposal, ABCD highlights program elements which respond to OPA program priorities and key issue areas?including provision of a broad range of comprehensive, client-centered family planning services with expanded access to fertility awareness based family planning methods; outreach to low-income populations facing the highest barriers to access (including those with substance abuse disorder); and services to adolescents which encourage family participation, sexual risk avoidance, resistance to coercion and other strategies which help build a foundation for a lifetime of healthy relationships.
