Women's Health and Family Planning Association of Texas: Texas Title X Project - As the statewide Title X grantee for the state of Texas since 2013, the Women’s Health and Family Planning Association of Texas (WHFPT) is submitting a Title X Family Planning Services grant application for a period of 3 years to continue covering the state of Texas with a proposed network of 37 sub-recipients who will provide comprehensive Title X-funded family planning services at 169 service sites, serving 218,000 clients in Year 1 of the project. The proposed network for Year 1 includes a diverse array of providers, 62% of which offer on-site primary care. This network includes 10 Federally Qualified Health Centers (FQHCs); 5 hospital and university systems; 10 public health entities; and 12 non-profit, community and faith-based partners. By the end of the project period, WHFPT will increase the number of sub-recipients to 52 and will increase the number of service sites to 211. The full proposed network will cover 100% of the counties in Texas and will serve a total of 250,000 clients annually by the end of the project period, an increase of 28% over 2017-2018. WHFPT is a 501(c)(3) non-profit that contracts with sub-recipients to provide high-quality, affordable family planning and preventive health services. Through a responsive and collaborative approach to sub-contracting Title X services, WHFPT has revitalized a formerly fragmented network of family planning providers to more than double the number of clients served annually—from approximately 90,000 in 2013-2014 to over 194,000 in 2017-2018. WHFPT has consistently made rapid and effective use of Title X dollars, with an emphasis on services for low-income individuals. In five years, WHFPT has increased the number of low-income clients served by 123%. In the proposed project period, WHFPT will continue to increase the number of low-income Texans who receive high-quality family planning and related services through the following strategies: 1) WHFPT will sub-contract with agencies which serve a high volume of low-income clients and which are located in areas of significant need for publicly-funded family planning services. 2) WHFPT will ensure a seamless continuum of care for clients served at sub-recipient service sites by increasing the number of sub-recipients offering primary care on-site from 50% in 2017 to 62% in Year 1. For sites not offering on-site primary or prenatal care, WHFPT will require documentation of nearby referrals. 3) WHFPT sub-recipients will increase the number of individuals who receive neutral, non-coercive, client-centered information, education, and counseling related to family planning, fertility-awareness, and reproductive life planning by training 150 health educators by the end of the project period. 4) WHFPT will provide funding to support innovative service delivery strategies such as increasing community-based and faith-based partnerships; improving clinic efficiency; offering core family planning services through telemedicine and telehealth technology; and using mobile units and pop-up clinics to serve more clients in remote and hard-to-reach parts of Texas. WHFPT will maintain a responsive and flexible administrative structure to effectively respond to the needs of a large and rapidly growing state, along with remaining responsive to the needs of family planning providers in Texas. WHFPT will allocate dollars through clear, transparent means and will maintain sophisticated performance measurement and monitoring systems to ensure that Title X funds achieve their maximum possible return on investment in Texas.
