The Substance Abuse Prevention, Treatment, and Aftercare (SAPTA) project will develop regional partnerships that provide increased access to resources for substance use disorders (SUD) for the American Indian and Alaska Natives (AIAN) community members in and around Ottawa County, Oklahoma. The purpose of the project is to reduce the burden of SUDs within the Modoc Nation by increasing regional access, awareness, and utilization of culturally appropriate practices that foster resiliency and encourage recovery. Due to historical trauma and limited access to services, the AIAN population has had inadequate culturally competent substance misuse resources, leading to a higher-than-average substance use rate and a rise in treatment needs. The SAPTA program will be managed by the Lost River Treatment Center (LRTC) and partner with the Modoc Healing House to ensure adults and youth receive education, prevention, intervention, treatment, and aftercare services. The program will fund direct service and community-based staff. The program’s care coordination staff will utilize evidence-based, culturally appropriate healing methods while the community-based staff will advocate for policy change, recommend infrastructure modifications, and educate community members to reduce stigma, and build recovery networks. Throughout implementation, we aim to decrease annual use rates across substances and decrease the rates of those who report needing services but do not receive any. The proposed multi-year program will be heavily informed by strategic partnerships and engagement with community members which will be imperative to its success and sustainability.
