M-CEITA will serve as the Regional Extension Center for the state of MI offering Core Support and Direct Assistance services to the approximately 17,000 primary care providers (PCPs) in MI with the intent of reaching well over 4,000 priority PCPs in 2010-11.
M-CEITA is a partnership of 13 organizations: Altarum Institute; Michigan Peer Review Organization (MPRO); Michigan Public Health Institute (MPHI); Michigan Primary Care Association (MPCA); Michigan State Medical Society (MSMS); Michigan Osteopathic Association (MOA); Alliance for Health; Michigan Health & Hospital Association (MHA); University of Michigan (UM); Michigan State University (MSU); Wayne State University (WSU); and Central Michigan University Research Corporation (CMU-RC) with the collective mission ???to provide education, outreach, and technical assistance to improve the quality and value of health care delivery in our state???.
Our overarching goal is to systematically improve population health and ensure the delivery of well-coordinated, high quality care. In partnership with MI???s providers, we will accomplish this through providing individualized and practice appropriate services supporting effective selection, implementation and meaningful use of technology.
M-CEITA provides a comprehensive suite of services designed to educate, empower and support providers as they become meaningful users of HIT including education and outreach, engagement, selection, group purchasing, planning, project management, implementation, and workflow redesign. We will foster widespread dissemination of effective strategies for HIT adoption to providers and their staff through multiple modes while leveraging the networks of membership organizations already active across MI. Practice engagement includes evaluating organizational readiness, assembling multidisciplinary teams, reviewing current processes and identifying goals and objectives necessary to effectively prepare the practice to manage the change process. Selection activities support evaluating HIT capabilities which suit organizational needs and the provision of tools and services supporting the negotiation of appropriate contract terms to foster an effective practice/vendor relationship. Planning defines organizational strategies and transition plans which allow for efficient technical and operational integration of HIT. Implementation services ???wrap-around??? those provided directly by vendors to ensure appropriate technical architecture and that users are adequately trained and supported as they transition to new ways of performing their jobs. Workflow redesign ensures that practices engage in actively managing and evaluating their HIT use so that technology is appropriately leveraged to improve business operations, care delivery and population health. Throughout this process M-CEITA will provide end-to-end project management to participating providers as well as access to additional supporting services such as group purchasing and EHR hosting.
We anticipate that within two years we will assist over 3,500 priority providers in qualifying for CMS incentives, while building a sustainable program. We stand ready to begin this complex, vital and exciting undertaking to improve the way healthcare is delivered in our state.
