CSBG Services Block Grant (CSBG) Performance Management, Data Collection, and Compliance Support - The National Association for State Community Services Programs (NASCSP) will implement the Performance Management, Data Collection, and Compliance Support project in partnership with the U.S. Department of Health and Human Services' Administration for Children and Families, Office of Community Services (OCS). Building on decades of experience supporting the Community Services Block Grant (CSBG) Network, NASCSP will provide training, technical assistance, tools, and resources to strengthen data quality and reporting, outcome measurement and evaluation, performance management, and compliance. The project will strengthen the capacity of CSBG Lead Agencies, eligible entities, and other Network partners across three interconnected areas. First, NASCSP will support accurate, complete, and timely data collection and reporting for the CSBG Annual Report through reporting tools and resources, quality-assurance activities, training, and tailored technical assistance. NASCSP will also support OCS in developing the annual CSBG Report to Congress to communicate program outcomes, impact, and return on investment. Second, NASCSP and its partners will strengthen the Network’s capacity to measure and improve outcomes. The project will identify and synthesize evidence-based and promising poverty-reduction practices, develop a centralized body of knowledge, and provide practical evaluation tools, training, and technical assistance. These resources will help organizations assess their evaluation capacity, strengthen outcome measurement, and translate data and evidence into actionable insights to improve programs and services. Third, NASCSP will strengthen CSBG Lead Agency performance management and compliance capacity through post-monitoring support, peer learning, promising practices, and tailored technical assistance. This support will help states address monitoring findings, strengthen administrative practices and oversight, prevent recurring noncompliance, and promote program and fiscal integrity. Across all three areas, NASCSP will use a proactive, evidence-informed, and needs-based approach to technical assistance that addresses emerging Network needs and supports continuous improvement. The project is expected to increase knowledge and capacity, improve data quality and reporting, strengthen performance and compliance practices, increase the use of data and evidence in decision-making, and strengthen the CSBG Network’s ability to measure, communicate, and demonstrate outcomes, impact, and accountability.
