Community Services Block Grant (CSBG) Tribal Capacity Building Training and Technical Assistance (TCBTTA) - Tribal Community Services Block Grant recipients administer flexible anti-poverty resources within distinct sovereign, governmental, fiscal, staffing, technological, and geographic environments. Geography alone cannot identify recipients that need similar pacing, delivery formats, or implementation support. Small teams, staff turnover, Tribal governance and budget cycles, uneven connectivity, varied data systems, and federal requirements can turn routine administration into recurring operational risk. Lux proposes the Tribal CSBG Collaborative Learning and Resource Network (CLRN), a three-year, Tribal-informed capacity-building initiative for directly funded Tribes and Tribal organizations, including P.L. 102-477 recipients. A six-dimension, recipient-validated service-matching framework will supplement geography by describing the operating conditions under which TTA must succeed. Each profile will help tailor the pacing, format, examples, peer connections, and specialized assistance offered through year-round concierge TTA, opt-in Learning Circles, 60- to 90-day Local Action Studios, Tribal Peer Stewards, Context and Connections Maps, a context-tagged Practice Exchange, and an annual CLRN Gathering. Cohorts will be flexible service configurations—not permanent classifications—and all recipients will retain access to every Network component. Sovereignty, local authority, and Tribal data stewardship are operating requirements. Each recipient will decide whether to participate in mapping and will select its priorities, pace, partners, and sharing permissions. The framework will not produce public rankings, maturity designations, compliance findings, or eligibility determinations. TTA triage will begin with the recipient’s stated need, urgency, desired outcome, governance timing, accessibility requirements, and requested expertise. Lux and OCS will test the framework during Phase One before using it to structure ongoing cohort services. Over three years, the CLRN will offer every Tribal CSBG recipient year-round TTA; complete a map or structured consultation with at least 75 percent by Month 6; support at least 10 locally selected improvements; produce at least 26 accessible resources; and prepare at least 12 Tribal Peer Stewards. The result will be stronger administration, fiscal stewardship, locally responsive services, equitable access to support, and durable learning relationships.
