Community Services Block Grant (CSBG) Communities of Practice (COP) - Community Action Association of Alabama (CAAA) proposes to serve as the Training and Technical Assistance Center (TTAC) Hub for Community of Practice 3 (CoP3), coordinating a 10-state regional network that includes CSBG state associations, eligible entities, and at least 25 confirmed federally recognized tribal CSBG grant recipients. CAAA will operate both the Regional Hub and Alabama State TTAC, while nine partner State Associations will implement state-level TTAC activities through $45,000 Year One subawards. The project will deliver differentiated, evidence-informed TTA through a tiered model that prioritizes tribal grantees and the lowest-staffed rural/frontier entities for direct individualized support, followed by cohort-based assistance and universal foundational resources. A structured intake and triage system, vetted SME network, shared knowledge-management platform, quantitative implementation timeline, and quarterly continuous-improvement cycle will allow the Hub to identify emerging needs, deploy appropriate expertise, document outcomes, and convert effective assistance into reusable regional assets. CoP3 priorities include workforce and administrative/data capacity; poverty reduction, economic mobility and self-sufficiency; rural/frontier infrastructure; state-tribe intergovernmental coordination; and crisis, health-safety-net, disaster, and SUD/recovery resilience. CAAA will use coordinated data, Community Needs Assessments, resource surveys, performance matrices, Rapid-Cycle Learning, and Plan-Do-Study-Act reviews to improve reporting, compliance, fiscal stewardship, organizational capacity, and service delivery. National partners and specialized SMEs will supplement CAAA’s executive, grants/evaluation, fiscal/administrative, and convening capacity. The Year One federal request is $725,000. The 36-month project will build a sustainable regional learning and TTA infrastructure that improves earned income, employment stability, asset development, and economic security for families with low incomes while leaving behind reusable tools, trained state infrastructure, and durable state-tribal and cross-state partnerships.
