Community Services Block Grant (CSBG) Communities of Practice (COP) - Purpose: A regional nonprofit association seeks funding to serve as a lead coordinating organization for a multi-state community services capacity-building initiative. The initiative will support state associations, local community-based agencies, tribal-serving entities, and public-sector partners across a diverse region that includes rural, frontier, tribal, and urban communities. Need: The initiative will strengthen the capacity of participating organizations to reduce poverty, support community revitalization, and help individuals and families achieve stability and self-sufficiency. It responds to shared challenges such as workforce constraints, leadership transitions, rural access barriers, transportation gaps, housing instability, data and compliance demands, and community needs related to economic mobility, health, family stability, and prevention and recovery supports. Approach: Over a multi-year period, the lead organization will provide administrative, fiscal, technology, reporting, and implementation support for a tiered training and technical assistance model. Activities will include needs assessments, convenings, webinars, peer exchanges, workshops, resource development, promising practice documentation, individualized technical assistance, periodic review, and coordination with relevant federal and national technical assistance partners. Learning Priorities: Activities will focus on broad learning priorities such as economic mobility and workforce development; transportation access; safe and stable housing; data, reporting, and compliance; collaboration with tribal-serving partners; prevention and recovery support; impact reporting and community needs assessment; family and child well-being; and community health. These priorities will guide curriculum, peer learning, resources, evaluation, and continuous improvement using established performance management, adult learning, and community-of-practice strategies. Outcomes: Expected outcomes include expanded access to coordinated training and technical assistance, stronger cross-state and cross-sector collaboration, improved data use and performance-aligned reporting, practical tools and promising practices, and stronger implementation of anti-poverty strategies across the learning priorities. Evaluation will use participation data, platform analytics, resource use, learning assessments, participant feedback, technical assistance follow-up, periodic continuous improvement reviews, and required progress reporting. Resources: Project resources will support project management, partner participation, virtual learning and data platforms, collaboration, evaluation, fiscal oversight, and required reporting. Through this initiative, the lead organization and its partners will build sustainable learning infrastructure that strengthens community action capacity and improves responsive, data-informed, community-driven services.
