The North Dakota Department of Health and Human Services (NDHHS) is committed to promoting continuity of care for Medicaid members who are inmates of correctional facilities. We are requesting a total of $5 million for this four-year grant.
Timely data exchange between correctional facilities including county and tribal jails and the Medicaid program is essential to promoting continuity of care. To this end, NDHHS will grant funds to county and tribal jails to enhance their IT systems to enable bidirectional data exchange with Medicaid. NDHHS will concurrently develop its integrated eligibility system to interface with the county and tribal jail systems, by adding a development team through subcontractor Deloitte. Subrecipients will include: Barnes County Correctional Center, Bottineau County Correctional Center, Burleigh Morton Detention Center, Cass County Jail, Fort Totten Agency, Gerald Tex Fox Justice Center, Grand Forks County Correctional Center, Heart of America Correctional and Treatment Center, Lake Region Correctional Center, McKenzie County Correctional Facility, McLean County Detention Center, Mercer County Jail, Mountrail County Correctional Center, Pembina County Correctional Center, Richland County Jail, Rolette County Law Enforcement Center, Southwest Multi-County Correctional Center, Standing Rock Agency, Stutsman County Correctional Center, Turtle Mountain Agency, Walsh County Correctional Center, Ward County Detention Center, and Williams County Correctional Center.
Project timelines and goals are as follows:
March 1, 2025 - Grant begins
May 31, 2025 - Facility assessments completed
August 1, 2025 - First facility agreements executed. Additional agreements executed as new interface development begins.
February 28, 2026 - First interface completed
December 31, 2028 - Interface with Attorney General's data system completed
February 28, 2029 - All facilities connected. Grant ends.
