The Maine Department of Health and Human Services (DHHS) proposes to utilize the Section 206 of the Consolidated Appropriations Act, 2024: State Planning Grants to Promote Continuity of Care for Medicaid and CHIP Beneficiaries following Incarceration to both build capacity and enhance systems necessary to implement the requirements of the CAA. DHHS’ planning grant project, with a budget of 5 million dollars, will do so through a multi-pronged approach that will: 1. support carceral facilities’ processes for Medicaid eligibility, enrollment, and suspension; 2. enhance information systems to promote data exchange and care coordination; 3. provide capacity for carceral providers to enroll and bill MaineCare for rendered services; and 4. build a Community Advisory Board to leverage the expertise of the community to ensure the successful implementation of the CAA. In tandem with these goals, DHHS will develop and implement a phased timeline to ensure compliance with CAA requirements, while simultaneously aligning with future 1115 reentry waiver requirements. To reach these goals, this funding will support project staff, both internally at DHHS and in partnership with the Department of Corrections, contractual support, community engagement, and Information technology systems.
