Michigan Department of Health and Human Services (MDHHS) is seeking to implement the Integrated Behavioral Health (IBH) Model to enhance behavioral health service delivery across the state. By targeting specific service areas, including rural and urban areas, the project will aim to implement and evaluate the effectiveness of the IBH framework, including new value-based payment approaches, while minimizing disruptions to the existing behavioral health system. MDHHS is seeking to promote and advance care coordination, enhance service quality, and improve health outcomes for Medicaid and Medicare beneficiaries suffering from Moderate to Severe Behavioral Health (MSBH) Conditions.
Priority outcomes for this initiative include establishing a robust care delivery framework that integrates physical and behavioral health services, enhancing data sharing and health information technology (HIT) which are critical to healthcare integration, improving access to services for Medicaid and Medicare beneficiaries with MSBH conditions by collaborating with Certified Community Behavioral Health Clinics (CCBHCs) and Health Homes, and developing value-based payment structures that align across providers and drive quality services and improved outcomes.
By addressing health related social needs and requiring regular screenings, MDHHS hopes to mitigate barriers to care and increase patient engagement and satisfaction. Ultimately, the project seeks to reduce healthcare costs by reducing unnecessary emergency department visits and hospitalizations through effective care management. The implementation of the IBH Model in Michigan is a strategic effort to improve the quality and accessibility of behavioral health services by leveraging existing integrative initiatives to create a sustainable framework that benefits both beneficiaries and the broader healthcare system.
The total budget request is $7,500,000 to be used to support advancements in health information technology, convene internal and external stakeholder to develop the care delivery framework, advance value-based payment structures, integrate physical health, behavioral health, and social needs data, and facilitate multi-payor alignment.
