ADAP Shortfall Relief - AIDS Drug Assistance Emergency funding is being requested to provide medications to uninsured persons through the State’s AIDS Drug Assistance Program, also known as the Uninsured Care Programs. The requested funds will support the provision of life-saving medications to persons living with HIV/AIDS who are uninsured and ineligible for comprehensive health care coverage. There are an estimated 111,000 persons living with HIV in New York State. The “Cascade of HIV Care” refers to the graphic representation of how many people are living with HIV, are diagnosed with HIV, are determined to be in care, and are virally suppressed. It is a tool to determine how close we are to achieving the end of the AIDS epidemic. Significant challenges remain. Approximately 6.2 percent of the estimated HIV-positive individuals in the State have not been diagnosed. These 6,900 persons most likely have high viral loads and may be responsible for up to one-half of all new infections. Twelve percent of diagnosed persons, or about 13,400 people, have not received care. Twenty-one percent of diagnosed persons, about 21,800 people, are not virally suppressed and are potential sources of ongoing infections. Viral suppression is key to preventing progression to AIDS and preventing sexual transmission of HIV. The Uninsured Care Programs AIDS Drug Assistance Program has developed a program-specific cascade of care which demonstrates that the programs have been successful in linking uninsured and underinsured persons to continuous care and achieving viral suppression. Ninety percent of program participants who were active in the program for at least one year are in continuous care. Ninety four percent of persons enrolled and receiving services from the Uninsured Care Programs AIDS Drug Assistance Program are virally suppressed. The Uninsured Care Programs serve over 24,800 uninsured and underinsured persons living with HIV/AIDS annually. The Uninsured Care Programs ensure universal access to care and treatment that are essential to improve health outcomes, achieve viral suppression, and reduce the risk of sexual transmission. As such, the Uninsured Care Programs address gaps in, and barriers to, care and improve outcomes along the continuum. Linking people with HIV to treatment to improve health and achieve viral suppression is a primary goal of the AIDS Institute, a key goal of the Integrated Plan/Statewide Coordinated Statement of Need, and one of the fundamental tenets of New York State’s Ending The Epidemic initiative. The Emergency Relief Funds requested herein will support the AIDS Drug Assistance Program. The $7,000,000 will be used to reimburse approximately 4,820 full-pay prescriptions at an average cost of $1,452.33 per prescription. These funds will provide access for 241 participants, for the one-year grant period. These projections were derived using the average of full-pay claims data for 2023.
