GA had a 13.6% increase in population from 2010. Females comprise 51.3% of the population while males are 48.7% of the population. Among Georgians reporting one race, 49.6% were White, 33.2% were African American, 11.1% were Hispanic and 4.9% were Asian. Population growth in GA during the decade was limited primarily to the counties in metro Atlanta and along the coast. Poverty is a major social determinant of health, and the percent of the population living in poverty varies across the state, with higher rates of poverty outside of metro Atlanta than in metro Atlanta. Overall, 13.6% of GA residents lived in poverty in 2023, but the percent varies markedly by race/ethnicity, with poverty rates that are over twice as high for Blacks and Hispanics than for Whites. Demographics of HIV/AIDS populations: Since the earliest days of the HIV/AIDS epidemic, GA has had a substantial number of reported cases of AIDS. As of the end of 2022, there were 63,984 people with HIV in Georgia, and 2,575 people were diagnosed. Seventy-five (75) percent were male, and 23% female. In 2022, Sixty-eight (68) percent was non-Hispanic Black (68%), 16% among Whites, 8% Hispanic and 6% among others. Men who have sex with men represent the highest percentage (63%) of PLWH in GA and ages of 30+ (89%). Georgia has the 2nd highest incidence of new diagnoses in 2022 and has the 3rd highest prevalence of people with HIV. This is compared to all states and 6 territories and is the same ranking as 2021. Description of ADAP and Key environmental: Georgia’s ADAP experienced a 17% increase in enrollment during FY 2009. This growth along with other factors initiated the implementation of a waiting list effective July 1, 2010. Emergency Relief Funding (ERF) granted in 2010 and 2011 enabled ADAP to initiate removal of a limited number of eligible persons from the waiting list. Nonetheless, the waiting list was not completely eliminated until September 2012 as a result of the 2012 ERF award. As of September 30, 2024, there are -0- applicants on the waiting list. Since the elimination of the waiting list, GA ADAP has continuously enrolled all eligible clients. Description of the need for additional resources to prevent, reduce or eliminate waiting list: The average ADAP enrollment is 8,572 as of August 2024. On a monthly basis, approximately 5,493 individuals are served, equating to a utilization rate of 65%. Since the elimination of the waiting list, the GA ADAP has continuously enrolled all eligible clients and provided uninterrupted service to existing clients. Description of the planned use of ADAP ERF: In Georgia, the average cost to provide insurance assistance to an ADAP client is approximately $429 per month, before rebates. With the $6,800,000 requested, we anticipate providing insurance assistance for 1,320 clients. The average cost to serve an ADAP client is $922 per month. With the $200,000 requested, we anticipate continuing to serve 18 clients removed from the waiting list in FY 2012. In total Georgia is requesting $7,000,000.
