Support ADAP costs at $7 million to augment the increased costs for the year for increased enrollment for insurance premiums. Additional funding is also requested for staffing to support the increased number of clients processed in WADOH’s centralized eligibility system. 2. Expand Outpatient/Ambulatory Health Services to specifically serve PLWH who are either experiencing an undue burden of health disparities within their local communities; or who live in rural or peri-urban communities outside the urban network of infectious disease providers. These expanded care services include Outpatient/Ambulatory Health Services to six satellite clinics. 3. Hire additional staff to support our state-wide HIV Peer Navigation Program, as well as for a one-year targeted position to work with PLWH aged over 50. The State’s AIDS Drug Assistance Program (ADAP), which includes the Health Insurance premium assistance payment program, is centrally operated by the Department of Health (DOH), within the HIV Client Services program. ADAP, with state support and other funds, assists clients by paying insurance premiums, meets their deductibles, pays for their medication, medical and mental health co-pays and pays for limited oral health services. Washington’s ADAP serves over 5000 clients currently and has no restrictions at this time. Washington uses the 340B Rebate model of purchasing through a Pharmacy Benefits Manager. Washington’s percentage of FPL to qualify for services is currently set at 500%--a change that was recently updated less than one year ago, and is in alignment with Part A program that serves the Seattle TGA. A combination of CBOs, Local Health Jurisdictions, and Health Clinics, provide case management and peer navigation services statewide, covering each of the thirty-nine (39) counties in Washington. These case managers and peer navigators connect PLWH with a wide array of Ryan White services paid for through Rebates and are the mechanism to ensure PLWH have access to medical care, medications and are adherent to their care and treatment. Working towards viral suppression, the Washington State Department of Health (DOH) also works to ensure that PLWH maintain a quality of life on par with all Washingtonians. General Population: Washington state has a population of about 7.5 million, 78% concentrated in Western Washington, west of the Cascade mountains. Most of the state’s population (64%) lives in urban areas. The largest racial groups in Washington state are White (69%), Hispanic/Latinx (13%), Asian (8%), and Black (4%). In total, 91% of Washingtonian adults have a high school diploma, 66% have a household income above $50,000, and 94% are medically insured. Of the state's population, 42% live in the Seattle TGA and 6% in Clark County, which is part of the Portland TGA (Multnomah County in Oregon). Compared to other parts of the state, the population in the Seattle TGA is more likely to be Black (5%) or Asian (15%) and less likely to be Hispanic/Latinx (10%) or White (63%). In the Seattle TGA, 93% of adults have a high school diploma, 72% have an income above $50,000, and 95% are insured. The population in the Portland TGA is more likely to be Hispanic/Latinx (15%) or White (78%) and less likely to be Black (3%) or Asian (3%). Of adults in the Portland TGA, 93% have a high school diploma, 68% have an income above $50,000, and 94% are insured. The request for supplemental funding will help ensure that people living with HIV will continue to be served at all levels of the care continuum.
