Florida ADAP provides access to lifesaving medications for persons with HIV (PWH) through the direct purchase of antiretroviral (ARV) medications for uninsured and underinsured PWH. Clients who are uninsured and underinsured are typically enrolled in the direct-dispense program if their income is 0–50% of the federal poverty level. The requested $9 million supplemental grant award will be used to provide ARV medications to uninsured and underinsured clients enrolled in the direct-dispense program. These medications will be provided to clients through a pharmacy benefits manager (PBM) network of pharmacies. The PBM provides uninsured clients access to medications through an expanded network of independent pharmacies and commercial pharmacy chains. Clients choose the pharmacy that fills their medications from this network of pharmacies. In 2020, Florida was ranked third highest for new HIV diagnosis rates (15.7 per 100,000 population) in the United States (including the District of Columbia). In 2021, 4,708 persons received an HIV diagnosis in Florida, a 37% increase from the 3,441 HIV diagnoses in 2020. In 2021, 83% of those newly diagnosed were linked to HIV-related care within 30 days of diagnosis. The number of AIDS cases diagnosed in 2012 in Florida was 2,846, and in 2021 cases drop ped to 1,860. Providing ARV medications to clients is critical to achieving viral load suppression. Newly enrolled clients (clients enrolled less than 3 months) in ADAP had a viral load suppression rate of 52.02% in FY 22–23. Clients who were enrolled in ADAP for at least 6 months during the same time period had a viral load suppression rate of 93.31%, achieving viral suppression and surpassing the program goal of 92%. The requested funds will be used to provide uninsured and underinsured clients with consistent ARV medications, ensuring positive health outcomes and higher viral suppression rates in the state.
