National Training and Technical Assistance - At the core of achieving National HIV/AIDS Strategy (NHAS) and Ending the HIV Epidemic in the U.S. (EHE) goals is the collection and reporting of quality data that accurately reflect care patterns and outcomes. These data are critical for programs, stakeholders, and HIV planning groups to identify epidemic trends, address service gaps, and refine strategies—ultimately to drive improvements in client outcomes and contribute meaningful changes to the nation’s HIV epidemic. Identifying data gaps acts as a crucial mechanism for creating savings by revealing inefficiencies and opportunities for improvement; allowing for recipients and subrecipients to quickly problem-solve, adjust their strategies, and use funding more efficiently and effectively to ultimately improve program outcomes. The Ryan White HIV/AIDS Program (RWHAP) system of care is a wide-ranging network of recipient and subrecipient agencies with varying resources, capabilities and reporting expectations. The diversity and varying program foci requires training and technical assistance (T/TA) providers to have a detailed and nuanced understanding of RWHAP legislation and recipients’ and subrecipients’ unique data management needs. The DISQ team, led by Cicatelli Associates, Inc. (CAI) will provide invaluable, high quality T/TA to support new and expanded national priorities related to data integration, reporting and use to meet the range of recipients’ and subrecipients’ needs; develop import strategies to enable data transfers including creating data crosswalk resources and exploring automatic data transfers; proactively on-board and orient new staff; and help recipients test their systems throughout the year to identify system problems and improve quality. Our T/TA approach will have national reach that increases data-related capacity, while addressing the unique needs of each level within the interrelated RWHAP system. This includes T/TA provided onsite and remotely, using multiple and innovative modalities to support sustainable systems for data collection, reporting, and use. Building on our success over the last fourteen years, our T/TA will work to support each level of the RHWAP system: HRSA HAB, other T/TA providers, Part A-D recipients and subrecipients, AETCs, other RWHAP stakeholders, and consumers. This approach is designed to support achievement of DISQ goals by addressing each component of the ongoing data management process: 1) strengthening data systems, collection, integration; 2) ensuring data reporting and quality; and 3) enhancing actionable data use. T/TA will include innovative strategies, tools, and resources to integrate data systems and reduce data entry burden and error while supporting use of data reported by AETCs and in the RSR, ADR, HIVQM and EHE Triannual Module. Our approach will drive high quality data submission, purposeful use and dissemination of data, and ultimately improve client outcomes, guide RWHAP recipient and subrecipient activities, aligning with the HRSA HAB’s commitment to data-driven, efficient, and accountable management.
