(JSI) is pleased to respond to funding opportunity HRSA-25-047, “Ryan White HIV/AIDS Program (RWHAP) Access, Care, and Engagement Technical Assistance Center (ACE TA Center)”, to build the capacity of RWHAP recipients and subrecipients to ensure people with HIV understand and use the range of health coverage options available to facilitate access to and maintain engagement in care. JSI is well-positioned to build on our success implementing the ACE TA Center since 2013, to build the knowledge and skills of RWHAP recipients, subrecipients, and frontline staff to engage, enroll, and retain clients in health coverage options, including Marketplace, Medicaid, Medicare, and private health insurance. JSI, in close collaboration with the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB); and our subcontractors NASTAD and Amy Killelea of Killelea Consulting, LLC, will deliver high-quality training and technical assistance (T/TA) that evolves in tandem with the ever-changing health care landscape and the growing population of people aging with HIV, providing relevant resources and information related to all forms of health coverage, and with a strong emphasis on helping clients transition to Medicare. JSI remains dedicated to collaborating with federal, national, and local RWHAP partners to support positive health outcomes for people with HIV. We propose an experienced project team with staff who have supported the ACE TA Center since its inception, and have a long history providing T/TA to the RWHAP community. JSI’s proposed project strategy incorporates ongoing assessment and collaborative information exchange with federal and national partners, as well as the broader RWHAP community, to identify challenges and emerging solutions, and promote strategies and resources to support access, engagement and enrollment of people with HIV, including people aging with HIV, into health coverage. The foundation of JSI’s ACE TA Center is based on three core elements: 1) a deep understanding of the changing health care landscape and its impact on the RWHAP, recipients, subrecipients, and people with HIV; 2) the ability to distill, tailor, and clearly communicate complex and contextually relevant information, using principles of health literacy and health insurance literacy to support implementation by a variety of audiences; and 3) a focus on best practices and emerging strategies that help improve access to health coverage, including among people aging with HIV. Our experienced team is ideally suited to continue identifying and highlighting best practices and developing T/TA resources to help RWHAP recipients and subrecipients bolster clients' enrollment in health coverage, sustain engagement in care, and ultimately improve health outcomes for RWHAP consumers.
