Hospital Preparedness Program Cooperative Agreement - MSDH Hospital Preparedness Program Project Abstract The mission of the Mississippi State Department of Health (MSDH) mission is to protect and advance the health, well-being, and safety of everyone in Mississippi. The Mississippi Emergency Support Function (ESF) 8 Healthcare Coalition (MEHC) is a response entity specified in the Mississippi Comprehensive Emergency Management Plan (CEMP) under the ESF 8 annex. The MSDH is the coordinating agency for ESF 8 activities and supports coordination with MEHC planning and recovery activities. The MSDH also provides integration of the MEHC into the Incident Command System (ICS) through the Public Health Command/Coordination Center (PHCC). The MSDH Division of Strategic Planning and Response (SPR) will allocate funding to support the MEHC, Mississippi’s only statewide Healthcare Coalition, which includes members of Mississippi’s healthcare system. The MEHC Leadership Council, comprised of the required four core coalition members, will be expanding with support from the local coalitions that the Healthcare Coalition Director and ESF-8 specialist are building during this period of performance. The MEHC will continue to recruit, strengthen capabilities, and develop new plans to support growth of the healthcare coalition with local participation and engagement. The MEHC will continue to expand planning efforts regarding preparedness and recovery. The MEHC will continue to engage the healthcare system executives and clinical leaders to gain input and approval for updates to the strategic and operational plans through regular meetings and support from the coalitions within the districts. The MEHC, in conjunction with the Healthcare Coalition Director, will continue to identify and prioritize resource procurement needs, training needs, and adequate and real time information sharing to the entire statewide healthcare coalition with HPP funds through a strategic prioritization process. The MSDH SPR will execute a sub grant with the University of Mississippi Medical Center Mississippi Center for Emergency Services to be the leader of the MEHC and ensure the MEHC can achieve all goals, train together, and support MSDH ESF-8 response. The ESF-8 Specialists will continue to engage healthcare systems by assisting in the development and update of emergency operations plans (EOPs) that will improve the MEHC healthcare facilities ability to prepare for, respond to and recover from emergency situations and events. In coordination with the MEHC, the ESF-8 Specialists will support their local jurisdictions to establish and grow local coalitions that help grow the MEHC to better support Mississippi. The MEHC, in conjunction with the MSDH SPR staff, will continue to grow Mississippi’s Juvare system that provides real time bed information, supports patient tracking from scene to discharge statewide, and enhances incident command processes and needs for MSDH, the MEHC, and all healthcare facilities. present information on the current State Resource Bed Tracking Tool and discuss ways to improve this tool and improve appropriate information sharing with MEHC members. The MSDH SPR and MEHC have progressed over the past 5 years and have positioned ourselves to expand, strengthen, and truly be the support Mississippi needs by collaborating and not duplicating efforts during this period of performance. We are prioritizing training and preparing Mississippi with the needed resources to respond when any emergency occurs in our state.
