Hospital Preparedness Program (HPP) Cooperative Agreement - PURPOSE: The U.S. Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR) provides funding to states to promote national health security and support the readiness and resiliency of the U.S. healthcare system. Through the Hospital Preparedness Program (HPP) Cooperative Agreement, ASPR provides technical assistance and resources to help ensure the ability of the healthcare system to prepare for, mitigate against, respond to, and recover from all hazards threatening the State’s healthcare system. The goal of the funding over the 5-year budget period is to continue to build upon Maryland’s public-private partnership among multiple types of healthcare, public health, and emergency management organizations, empowering healthcare entities across the state to save lives during public health emergencies and disasters. The Maryland Department of Health Office of Preparedness and Response (MDH/OP&R) will collaborate with Health Care Coalitions to demonstrate measurable and sustainable progress toward achieving healthcare preparedness and resiliency for those communities most impacted by disaster. ACTIVITIES: MDH/OP&R will build upon Maryland's current activities to strengthen the health care system’s ability to respond to medical surge events and public health incidents. The strategic direction of the work plan and proposed activities are informed by ASPR’s 2017-2022 Health Care Preparedness and Response Capabilities, the overarching HPP guidance document. HPP funding is provided to health care facilities, regional health care coalitions (HCCs), and other health care provider organizations to conduct preparedness activities. Health care provider organizations include federally qualified health centers represented by Mid-Atlantic Association of Community Health Centers, home health and hospice provider organizations represented by the Maryland-National Capital Homecare Association, the Maryland Institute of Emergency Medical Services Systems [MIEMSS], and the Maryland Hospital Association. Maryland’s health care coalitions will engage in activities to build and/or sustain the health care systems’ ability to respond to public health and medical emergencies, share information and resources amongst member organizations, and exercise operational plans. FUNDING: MDH/OP&R will apply for a total of $6,081,787 allocated by ASPR HPP to Maryland for the period of July 1, 2024 – June 30, 2025. In addition to the federal funding request, Maryland and its sub-awardees will contribute an additional 10% ($608,179) of in-kind contributions to carry out the goals of the program. As in past years, MDH will allocate regional level funding to our healthcare partners. Regional HCC allocations will be determined using a formula derived from a base amount and a 50/50 split of population and licensed bed count for each region.
