Hospital Preparedness Program Cooperative Agreement - Project Abstract Summary Delaware is a small state with only three counties and a population of 990,000. Most of the population resides in urban New Castle County. Sussex County is a paradox of rural farms, small towns, and summer beach resort communities with their seasonal population swells. Kent County, in the center of the state, is home to the state capital, Dover, and is a mix of farms and suburban communities. Industries include banking, tourism, and agriculture. Delaware is a centralized state with no local public health departments nor any federally recognized American Indian or Alaska Native tribes. The Division of Public Health (DPH) Emergency Medical Services and Preparedness Section (EMSPS) conducted planning meetings to determine the priorities for the next grant year and project period. Prior to and during these meetings, a number of documents were reviewed including Capability Planning Guides (CPGs), After Action Reports (AARs), existing plans, ASPR/CDC site visits, Delaware’s Hazard Vulnerability Analysis, Threat and Hazard Identification and Risk Assessment, and the Delaware Hazard Mitigation Plan. Activities and mitigation projects were developed from these meetings, which have been prioritized and put into work plans for the following grant submission. The Delaware Hospital Preparedness Program will use funding to maintain a response readiness posture and prepare the healthcare delivery system to save lives during emergencies and disasters. We will do this through a coordinated and sustainable Health Care Coalition (HCC), engagement with healthcare organizations, and stakeholder engagement. Our HCC has strong relationships with our healthcare system and will assist us in assessing readiness, identifying hazards and risks, supporting process improvement, and prioritizing and addressing gaps through planning, reviewing, training, exercise, and resource management. The Delaware Hospital Preparedness Program will continue to work collaboratively with Delaware PHEP. Delaware has achieved much during the previous years; moving forward, our intent is to continue to sustain and improve our response capabilities as outlined by the Administration for Strategic Preparedness and Response (ASPR).
