2024-2028 Hospital Preparedness Program Cooperative Agreement - The Utah Department of Health and Human Services (DHHS) will continue to ensure health care organizations are prepared for, capable of responding to, and recovering from threats and emergencies, including infectious diseases, natural disasters, and biological, chemical, nuclear, and radiological events in Utah. DHHS will collaborate with 7 regional health care coalitions (HCCs), health care trade associations, and specialty care organizations to carry out strategies and activities that will achieve the outcomes and core functions over the period of performance. The strategies include: 1) Implementation of the integrated preparedness planning process at the state and coalition level to ensure activities and investments are prioritized and informed by assessments; 2) Ongoing engagement among health care and response organizations as well as partners who represent and/or serve communities most impacted by disasters to guide the development of readiness capabilities to continue to provide care during a disaster or emergency, improve patient outcomes, and save lives; and 3) Provide technical assistance and support to the coalitions and other response partners to make sure access to best practices, resources, and subject matter expertise is available to advance health care preparedness. All activities to meet the outlined strategies will be anchored to the HPP Core Functions as well as the National Health Care Preparedness and Response Capabilities and the Health Care Preparedness and Response Capabilities for Health Care Coalitions. Additionally, DHHS has a long and well established partnership with the local health departments (LHDs), hospitals, emergency medical services (EMS) agencies, and emergency management. This continuous cycle of assessment, action, and analysis, implemented according to local needs and priorities will achieve defined outcomes to advance the health care systems’ ability to continue critical services during, respond to, and recover from a disaster. By the end of the period of performance, DHHS and our partners will make great strides to improve preparedness among the health care delivery system to save lives during emergencies that exceed the day-to-day capacity of the health care and emergency response systems.
