North Carolina's Healthcare Preparedness Program - The North Carolina Healthcare Preparedness Program (NCHPP) is driven by the program’s vision, mission, and values. The NCHPP Vision, “To Build a Prepared, Resilient and Sustainable Healthcare Community” is utilized as our program’s long-term goal to show where we want to go in the future and help guide our accomplishments along the way. Our program’s identity is based on our mission, “We are a partner to the healthcare community, working to prepare for, respond to, and recover from emergencies and disasters across North Carolina.” This vision and mission are built on the foundation of our program, our values, striving to impact our decisions at every level and establishing the culture of our program, “Innovative, Motivated, Prepared, Adaptable, Collaborative, and Transparent. NCHPP has had a strong program with exceptional engagement and support from the healthcare system and emergency response organizations since the inception of the funding in 2002. While initially focused on Hospital and EMS bioterrorism preparedness and response efforts, it has since expanded into an All-Hazards program focused on supporting North Carolina’s healthcare system during emergencies and disasters. Currently the program focuses on the utilization of Healthcare Coalitions (HCC) to improve patient outcomes and enable rapid recovery from catastrophic incidents impacting the healthcare system. A key component of the NCHPP is the State Medical Response System (SMRS) which provides support to an overwhelmed healthcare system by supplying necessary equipment, assets and/or personnel needed to provide medical care specifically during emergencies and disasters. Additionally, it focuses on disaster medical preparedness activities through planning, training, and exercising to ensure our team is response ready. During this upcoming five-year project period, the North Carolina Healthcare Preparedness Program a few of the key outcomes we will focus on include: 1. Quantify, Measure, and Promote the Capabilities, Resources, & Overall Value of the Healthcare Preparedness Program through planning, training, and exercising 2. Promote clearly defined scope of the overall program, SMRS, Healthcare Coalitions, Medical Reserve Corps, and associated staff roles and responsibilities. 3. Bolster staff involved in the HPP and HCC teams through recruitment and retention projects, identifying staffing expansion opportunities, and having identified succession planning sessions 4. Enhancing Partner Engagement through continued presentations on program value, coordination and participation in workgroups, attendance with the Region IV Unified Planning Coalition, UNC SPARC (RESPTC site) and the Southern Regional Disaster Response system, participation in state and national projects to enhance healthcare emergency preparedness and response, state, and local engagement sessions, and many more. The staff that make up North Carolina Healthcare Preparedness Program, inclusive of our Healthcare Coalitions, and the State Medical Response System are some of the most dedicated individuals working towards the common mission of, “We are a partner to the healthcare community, working to prepare for, respond to, and recover from emergencies and disasters across North Carolina.” We look forward to continuing the great work of this cooperative agreement throughout the next five-year project period.
