Taos Pueblo Tribal Self-Governance Negotiation CA Application - Abstract Summary Taos Pueblo requests $77,962 through the Indian Health Service Tribal Self-Governance Negotiation Cooperative Agreement Program, Opportunity Number HHS-2026-IHS-TSGN-0001, to prepare for and participate in negotiations with IHS regarding the potential assumption of additional programs, services, functions, and activities under Title V of the Indian Self-Determination and Education Assistance Act. The project will support technical assistance, fiscal and operational analysis, legal and policy review, leadership briefings, document preparation, and negotiation planning. These activities will help Taos Pueblo evaluate feasibility, identify risks and capacity needs, develop negotiation priorities, and make informed governmental decisions consistent with Tribal priorities and community needs. Funds will not support direct clinical services; instead, they will strengthen Taos Pueblo’s readiness to engage effectively with IHS and advance Tribal self-governance in health program administration. Project Abstract Taos Pueblo requests $77,962 through the Indian Health Service Tribal Self-Governance Negotiation Cooperative Agreement Program, Opportunity Number HHS-2026-IHS-TSGN-0001, to support the costs of preparing for and participating in negotiations with IHS to determine whether to assume additional programs, services, functions, or activities (PSFAs) pursuant to Title V of the Indian Self-Determination and Education Assistance Act (ISDEAA). Taos Pueblo has obtained Taos Pueblo Tribal Council approval to gather and evaluate the information needed to make an informed governmental decision regarding potential expansion of its existing self-governance compacting activities. The project will support negotiation preparation, technical assistance, financial and operational analysis, legal and policy review, document preparation, and coordination with IHS and Tribal leadership. The proposed work will not fund direct clinical services; rather, it will strengthen Taos Pueblo’s capacity to evaluate, plan for, and negotiate the assumption of additional IHS PSFAs in a manner consistent with Tribal priorities, community needs, and federal requirements.
