Iowa Tribe of Oklahoma Self-Governance Negotiation Cooperative Agreement Project. See attached Project Narrative. - The Iowa Tribe of Oklahoma proposes to utilize funding from the Tribal Self-Governance Negotiation Cooperative Agreement to contract with individuals and legal firms that possess the technical expertise in P.L. 93-638 program operations and contract/compact negotiations in order to successfully develop, negotiate, and implement a P.L. 93-638 Title V Compact and Funding Agreement. The Tribe proposes to convert the P.L. 93-638 Title I Contract to a Title V Compact. The Tribe, in coordination with the aforementioned contractors, will evaluate the current operations and structure of the Tribe's health programs, available program funding (including Area/HQ Tribal Shares and Contract support Costs, analyze legislative authorities available to the Self-Governance Tribes, develop the proposed compact and funding agreement for submission to IHS, and complete the subsequent negotiation with the Indian Health Service. Upon completion of this project, the Iowa Tribe of Oklahoma will have the flexibility to design and administer their health programs to meet the critical needs of the Tribe and other beneficiaries within their service area.
