Total Funding Amount Requested: $1,545,000 Capacity to Serve Rural Underserved Populations: UMC has a long history of collaborating with rural network members. In December 2011, the Texas Health and Human Services Com¬mis¬-sion received a federal waiver for expanding Medicaid managed care while preserving hospi¬tal funding, providing incentive payments for health care improvements, and directing more funding to hospitals that serve many uninsured patients. RHP12 encompasses 47 counties serv¬ing 38 hospitals, including 22 rural critical access hospitals. UMC is the anchor health care facility and primary point of contact for RHP12. UMC is responsible for seeking regional stake¬holder engagement, providing support, guidance, and technical assistance to regional members, and coordinating development of RHP12’s transformation plan.
Member activities focus on meeting community needs, improving access to care, addressing the shortage of primary care providers and mental health professionals, and providing additional cancer screening services. Goals: (1) Establish a network of health care providers and an educational institution to educate and train respiratory therapy students.?(2) Create a synchronous, web-based educational platform for students to receive didactic portions of the respiratory therapy educational curriculum.?(3) Increase adjunct faculty providing clinical respiratory therapy education in rural hospitals in the network.?(4) Increase rural health care facilities providing clinical education to respiratory therapy students.?(5) Students completing the proposed respiratory therapy program and successfully completing the national registry exam find employment as respiratory therapists.? Outcomes: (1) Increase the number of registered respiratory therapists and working in rural health care facilities in Texas and New Mexico. (2) Increase the number of current employees of rural health care facilities completing the proposed respiratory therapy training program. (3) Increase the quality of care provided at rural health care facilities.?(4) Increase adjunct faculty in respiratory therapy working at rural health facilities.?(5) Increase the number of rural health care facilities providing clinical rotations and training for respiratory therapy students.? Funding Preference: University Medical Center is requesting a funding preference based on qualification #2. Lubbock County (and all target rural counties) is in a designated HPSA. Special Consideration: UMC requests special consideration based on the inclusion of a signed MOU from all network partners included in Attachment 11.
