Fulton County Board of Health (FCBOH) proposes to expand the TPP-funded Skills, Knowledge, and Youth Empowerment (SKYE) project, to provide evidence-based teen pregnancy prevention programming to African American youth, ages 10-19, their families, and communities in 12 southern Fulton County zip codes: 30291, 30310, 30311, 30312, 30314, 30315, 30318, 30331, 30336, 30337, 30344, and 30349. The pregnancy, birth, STI, and HIV rates for African American residents of Fulton County ages 15-19 far exceed state and national rates as well as those of Fulton County white residents of the same age. Coupled with poor sexual health outcomes, the target zip codes have poor outcomes in several social determinants of health including high rates of poverty and unemployment, low education rates, neighborhood disorder, high violence/crime rates, and few opportunities for positive youth development. The SKYE project will implement programming at 61 sites across three settings—clinics, out-of-school programs, and schools. In Year 1, SKYE will serve 2,248 youth, 562 parents/caregivers, and 100 youth-serving professionals; in Years 2-5, SKYE will serve 4,495 youth, 1,124 parents/ caregivers, and 250 youth-serving professionals annually. As the largest health district in Georgia, FCBOH is a natural convener of partners to meet the needs of the target population and to implement evidence-based teen pregnancy prevention programming to scale and has numerous partnerships with systems- and grassroots- level organizations. Guided by the SKYE Steering Committee and with regular input from youth, parents/caregivers, and the community, the SKYE project’s goals are to advance health equity while improving sexual and reproductive health outcomes and promoting positive youth development for Fulton County African American youth ages 10-19, their families, and communities.
