The Family Health Council of Central Pennsylvania (FHCCP) is a private, non-profit organization dedicated to improving health, preventing disease, and promoting wellness through building and supporting community-based health networks through partnerships, education, advocacy, and effective resource allocation, FHCCP has a deep understanding of the region, including its service delivery systems, people, and the barriers to wellness they face. FHCCP oversees and supports a diverse network of organizations providing a range of vital services and care to thousands of women, men, children, and adolescents each year. Services include women’s health care, cancer screening and education, nutrition advice, and HIV/AIDS services. As a provider of Title X Family Planning care since 1973 and Women, Infants, and Children (WIC) services since 1974, FHCCP has continually assessed the effectiveness of existing programs, the need for new programs, and identified emerging populations that may face inequities in access to care.
FHCCP is dedicated the Office of Population Affairs’ (OPA) goals to improve sexual and reproductive health outcomes, promote positive adolescent development, and advance health equity for adolescents, their families, and communities by replicating medically accurate and age-appropriate teen pregnancy prevention EBPs. FHCCP has a long history of implementing successful, innovative programs by being nimble and adapting programming as needed and in collaboration with our partners and the individuals we serve. Through its TPP project, FHCCP proposes to serve a 24-county region of central Pennsylvania that includes rural areas, small urban areas, and suburban regions. Each of these areas experiences distinct challenges in access to services, including evidence-based teen pregnancy prevention programming.
FHCCP will prioritize populations in the region that experience health disparities and those that have been historically marginalized, FHCCP has identified two populations of focus for this opportunity: (1) adolescents from Black and Hispanic/Latino(a) ethnic and racial groups, ages 17-19; and (2) adolescents, ages 17-19, living in rural areas. People from Black and Hispanic/Latino(a) ethnic and racial groups in FHCCP’s service area have been historically marginalized, intentionally excluded, and live in under-resourced areas. They are experiencing significant economic, educational, and health inequities, including those related to reproductive and maternal, and child health.
Our approach to teen pregnancy and STI prevention is to implement EBPs that are innovative and relevant for the populations of focus. FHCCP’s experience can leverage the chosen EBPs to achieve identified needs and goals. FHCCP plans to utilize the following EBPs:
1. PULSE: A Web-Based, Teen Pregnancy Prevention Mobile App Intervention developed for females ages 18 to 20 from Black and Hispanic/Latino(a) racial and ethnic groups.
2. Plan A: Video Intervention to Promote Effective Sexual and Reproductive Health Decisions designed for females ages 18 and 19 from Black and Hispanic/Latino(a) racial and ethnic groups.
FHCCP has chosen three unique settings in which to implement the proposed EBPs - clinical settings, schools and colleges, and community-based organizations (CBOs). FHCCP centers diversity, equity, and inclusion in every aspect of our work, from service design to completion, striving to provide programming in an equitable, safe, and supportive environment. For this proposed project, we will adopt culturally responsive positive adolescent development and trauma-informed approaches to empower adolescents with the skills to form and maintain healthy relationships, make safer sexual (and life) choices, and work towards their goals.
