Teen HYPE (Helping Youth by Providing Education) is a youth development agency that uses a multi-tier approach to educate and empower Detroit youth. Founded in 2004, Teen HYPE’s mission is to “Celebrate youth. Confront barriers. Build bridges”. Teen HYPE will implement the Promise Program: A multi-sector systems approach where adults keep their promise to support youth in their endeavors to be ready for college, work and life (optimal health), and youth mobilize all the promise that lies in their talents, hearts and minds. Promise will serve African American youth age 14-19 attending Detroit public high schools. Detroit teens experience twice the rate of teen pregnancy, over three times more chlamydia and nearly five times more gonorrhea than their national or State of Michigan counterparts. Detroit youth out-pace these other groups in every reported risk factor: age of sexual debut, percent who are currently sexually active, failure to use birth control, and current use of marijuana. Youth served by Teen HYPE also report Adverse Childhood Experiences (ACEs) at a rate 2.5 times that of national surveys. Components of the program will include: the Promise Collaborative (Coalition), Youth/Adult Partnership Training and Technical Assistance, Annual “State of Youth” Policy Forum, and the replication of three evidence-based interventions: Project AIM, Love Notes, and Community PROMISE. This portfolio of strategies and evidence-based interventions has been assembled to impact youth at multiple levels (structural, community and small groups), and leverage points. The marque innovative strategy within Teen HYPE’s plan is the adaptation of the evidence-based intervention Community PROMISE. PROMISE utilizes community mobilization, social influencers as role-models, and linkages to resources and opportunities to support youth on their path to optimal health. Teen HYPE’s program will embrace youth communication via social media, to reach over 25% of the target population annually (~3,000 youth). The key to recruitment, engagement and dissemination for PROMISE is the reframing of program activities as filmmaking, not health promotion. • Outreach workers are “producers.” · Recruitment is not seeking adolescents who are at risk, but instead “casting calls” for “actors, models, and social-media personalities (influencers)” · Teens are not peer educators, they are “casting agents.” · Teen HYPE is not an adolescent health services agency, it’s a production company. · Staff are “Executive Producers” HYPE’s capacity to manage and implement the proposed Promise Program is evidenced by: 1) an established and engaged governing board inclusive of youth representation, 2) years of relevant experience in successfully implementing and evaluating similar program models with the target population, 3) the ability to address participants’ social and emotional wellbeing, including issues of trauma; 4) the commitment and expertise of staff members; and 5) the capacity, experience and capabilities of the collaborating partners.
