SexEdVA, a state-wide program of the Institute for Innovation in Health and Human Services at James Madison University, is proposing the Appalachian Replication Project (ARP) to serve the rural area along the western and southwestern edge of Virginia defined as the Appalachian Region. The region is comprised of rural and geographically isolated communities with high rates of poverty and teen pregnancy. The ARP is a systems-based, collaborative effort that emphasizes abstinence, contraception, and positive youth development to significantly reduce the number of teen pregnancies in ten priority cities and counties in this high-need region of Virginia. The ARP seeks to replicate the following evidence-based programs: Wyman’s “Teen Outreach Program”, “Draw the Line/Respect the Line”, and “Positive Potential” in school-based settings with youth ages 10-14. The broad-based approach includes capacity-building efforts and significant training and technical assistance to school district partners, and applies systems-thinking to reduce disparities in teen pregnancy rates among the priority populations of rural youth. Upon full implementation, the project will involve 10 sub-recipients, 32 sites, and approximately 7,541 students each year. The overall project goal is to replicate evidence-based sexual health education and positive youth development programs in order to significantly reduce the number of teen pregnancies in the Appalachian region of Virginia. The overall outcome objective is to reduce the incidence of teen pregnancy by 15% and the incidence of STIs by 15% among youth 10-19 in 10 counties in the Appalachian region by 2023.
