Adult Mental Health Drug Court Enhancement - The Superior Court of California, County of Santa Clara is requesting $975,000 in SAMHSA funds and $300,000 in BJA funds to enhance its Drug Treatment Court (DTC) Program, which currently has 500 clients and has been in operation since 1994. Enhancements will serve a total of 108 clients over the project's three years: 18 clients will be served with SAMHSA funding each year for a total of 54 over the project's lifetime and 18 clients will be served with BJA funding each year for a total of 54 served over the project's lifetime. The proposed program targets DTC participants with the highest risk and need-chronically homeless, criminal justice system-involved persons who have severe co-occurring substance use and mental health disorders. This population is living in the streets when not incarcerated and is the one target group that is often overlooked and rarely engaged in treatment. The program will include the following interventions as enhancements: specialized, court-based case management; eleven 90-day residential substance abuse and mental health treatment slots; outpatient Moral Resonation Therapy; enhanced linkages to community supports, including membership to a community center which provides numerous therapeutic supports and functions as part of the project's aftercare strategy. A Steering Committee including representatives from partnering entities and the population of focus will oversee the project and a Drug Court Team headed by the DTC Presiding Judge will be responsible for implementation and day-to-day decision making. Primary project goals are: (1) Provide an integrated, coordinated infrastructure from which to deliver enhanced services to the population of focus; (2) Enhance DTC services for the target population who need specialized treatment services and support; and (3) Monitor, evaluate and make data-informed improvements to the program as indicated.
