Missouri Veterans Treatment Court Expansion & Enhancement - The 39th Judicial Circuit will expand and enhance the Veterans Treatment Court. The population of focus is violent and non-violent, felony repeat offenders, who have committed offenses directly or indirectly motivated by alcohol and/or drug use screened with high prognostic risk and high criminogenic need diagnosed with substance dependence or addiction. The majority of Veterans currently served in the court suffers from combat exposure, present with co-occurring diagnoses, do not have access to health care, and large percentage experience homelessness and a history of traumatic victimization. Project goals include: hire SWMO-VTC Program Coordinator; expand VTC capacity to increase the number of Veterans receiving substance abuse and mental health treatment; increase public safety by reducing recidivism and drug abuse; increase the personal, familial, and societal accountability of criminal justice-involved Veterans; offer evidenced-based cognitive behavioral therapies with trauma focus; offer Medication Assisted Treatment (MAT) when appropriate; provide Hepatitis B and C tests; identify and train Veteran mentors; assign Veteran Mentors to all participants; gauge VTC effectiveness through process/outcome evaluation strategies and data management. One-hundred (year 1 and 2 - 30 each year and 40 in year 3) criminal justice-involved Veterans will be admitted into VTC programming through the life of this grant. Success will be measured in terms of whether they: maintain a drug-free lifestyle; experience improved psychological and physical health; experience improved educational and employment opportunities; develop stronger community attachments; and are less likely to engage in criminality. The project evaluation will describe populations served and treatment and recovery experiences.
