The Louisiana 22nd Judicial District Court requests funds to enhance the effectiveness of its Behavioral Health Court (BHS) through the addition of an Assertive Community Treatment (ACT) Program, and to expand its client capacity to reach more eligible individuals. SAMHSA funding will serve 33 clients in Year 1, 35 clients in Year 2, and 33 clients in Year 3 of the grant for a total of 101 clients over the lifetime of the project. BJA funding will serve 20 clients each year of the grant for a total of 60 clients over the three-year project period. A rigorous process and outcome evaluation will be conducted to monitor fidelity to the model and program effectiveness. The provision of individualized mental health treatment, prescription medication management, peer to peer support for offenders and families, transportation, and interim housing, as well as substance abuse treatment, are key intervention activities modified to meet client needs relative to standard drug court. The goals of BHC are three-fold: 1) connect justice-involved, mentally ill persons with treatment, 2) public safety enhancement through reduction of participant contact with law enforcement, and 3) reduce symptomatology and increase participant overall functioning through increased collaboration among court, counsel, state and local government agencies, and community services. Collectively, these goals comprise the larger objective of improving the stability and self-sustainability of the target population through reducing incidences of substance abuse, trauma, hospitalization, homelessness, and criminal conduct.
