Juvenile Treatment Court Enhancement - The Superior Court of California, County of Santa Clara proposes to expand and enhance its Juvenile Treatment Court (JTC) to serve 90 clients over 3 years. The Court will work with its primary partners, the Santa Clara County Dept. of Alcohol & Drug Services (DADS) and Mental Health (MHD). As DADS and MHD are currently merging into a single entity, the vision of the proposed project aligns with the county's vision of providing a coordinated system of assessment, treatment services and recovery support. The proposed project will serve high-risk/high need youth with SUD and/or co-occurring substance use and mental health disorders who are in need of enhanced services to address these issues. Data shows that the target population is Hispanic, primary languages are Spanish and English, average age of a JTC participant is 16, and 80% are male. A significant percentage of the target population is lesbian, gay, bisexual and/or gender non-conforming. The project will utilize evidence-based practices selected specifically for the target population assessments that include the Juvenile Assessment and Intervention System and American Society of Addiction Medicine Patient Placement Criteria for juveniles; recovery support and treatment that includes Motivational Interviewing, Cognitive Behavioral Therapy and Acceptance and Commitment Therapy; trauma-informed approaches; evidence-based teen programs, including a peer mentor program, and educational support and coordination. The primary project goals are to (1) Establish a foundation for court-based processes and services that promotes enhanced and expanded services for the target population;(2) Expand JTC capacity by increasing the number of available slots for juveniles with co-occurring substance use and mental health disorders; (3) Increase access to and enhance services for the target population who need specialized treatment services and support; and, (5) Monitor, evaluate and make data-informed improvements to the program.
