Rebound Treatment Drug Court - The mission of DeKalb Juvenile Court's Rebound Treatment Drug Court (JCRTDC) is to provide a comprehensive program that addresses the needs of the participants, their families and encompasses the 16 key elements of an effective drug court. The population served will be primarily African American males ages 14-16 from lower to medium economic backgrounds, who have admitted to alcohol and/or drug involvement, resides in DeKalb County, have no significant pattern of violence nor prior sexual offenses, and have already been adjudicated. SAMHSA's Treatment Drug Court funds will be used to expand and enhance the existing juvenile drug court program. The goals of this project are to make available a cost-effective intervention program targeted at reducing/eliminating substance abuse and associated problems in our targeted population, to enhance the service capacity of the JCRTDC to treat substance dependent users needing more intensive outpatient treatment, and to continue to build upon the collaborative strengths of the community to diminish juvenile substance abuse and other criminal behavior. DeKalb JCRTDC will serve 180 youth over a three year span. Our objectives are to promote drug-free behavior among all of our participants; reduce 60% of criminal activities committed by our participants; 70% of participants will have a greater capacity to function in the community; continue to establish an effective DeKalb Juvenile Drug Court Team with 100% participation; and 100% of participants will have access to a continuum of care. The eligible participants will undergo screening, frequent drug and alcohol testing to monitor abstinence, a continuum of alcohol, drug, and other related treatment and rehabilitation services, and cognitive based programming, as well as creating opportunities to participate in positive reinforcement and sanctions when appropriate. The JCRTDC has developed a coordinated, strength based strategy that governs the court's response to all participants.
