The Louisiana 22nd Judicial District Court seeks to enhance the effectiveness of its problem solving courts by increasing its ability to treat eligible adults who are required to serve time in prison through its new Re-entry Court. The Court specifically requests funds to provide Re-entry Court participants optimal treatment and wrap services that ensure a continuity of care from incarceration to the community. These funds will allow drug court services to be expanded to 30 adult males per annum who were previously disqualified due to legal constraints. As Re-entry Court is an average 18-month multi-phase program, this grant will serve an estimated 80 clients over the three-year grant period upon enhancement and expansion. Individualized substance abuse treatment, prescription medication management, peer-to-peer support for offenders and families, transportation, and interim housing are some of the interventions that are either enhanced or modified to meet the needs of these clients relative to those who are more appropriate for standard drug courts. Projected outcomes are improved stability of the target population such that incidence of substance abuse, trauma, hospitalization, homelessness, and criminal conduct are minimized substantially to enable self-sufficiency and healthy lifestyles. The introduction of community services during the program will provide the sustained pro-social linkages clients will require upon program completion. Individual and programmatic level data will be collected for process and outcome evaluation, which can also be used to augment the extant literature on the effectiveness of the modalities of Re-entry Court on assisting those previously incarcerated in achieving self-sufficiency and healthy lives without criminal involvement.
