Rural California Drug Court Project (RCDCP) - The Rural California Drug Court Program (RCDCP) is a model, comprehensive drug court program that addresses the needs of non-violent, substance-abusing offenders, including those with co-occurring mental disorders. RCDCP has successfully implemented all 10 key drug court components and seven evidence-based design features. Evaluation of RCDCP has shown significant measurable decreases in substance abuse behaviors, recidivism and has yielded substantial cost savings. RCDCP has served 96 participants to date and currently has 30 active participants. Under this initiative, RCDCP proposes to more than double its capacity by serving 50 additional participants each year (150 over three years) who are currently awaiting drug court services within Tehama County, California. RCDCP's primary goals are to reduce substance use dependence and subsequent recidivism among offenders. Measurable outcomes for offenders include increase in abstinence from drug and alcohol, lower recidivism, and successful community reintegration. Goals and outcomes are accomplished through the implementation of all seven of the evidence-based design features including: screening and assessment; prioritized for offenders who demonstrate both high criminogenic risk and high alcohol and other drug dependence; procedural and distributive justice principles including the establishment and clear communication of a system of graduated sanctions and incentives; immediate, continuous, and intensive judicially supervised treatment; community-based surveillance and supervision; alcohol and other drug treatment; rehabilitation services to address employment, education, physical and mental health as needed by clients; and extensive relapse prevention, aftercare, and community integration services.
