Veterans Entering Treatment Services (VETS) is a proposed expansion/enhancement of the Veterans Treatment Court (VTC) in northern Santa Barbara County, CA, a joint initiative among justice partners, community-based treatment providers, and veteran's services organizations. Open since November 2011, the VTC provides a 12-18 month post-conviction program that includes case management, regular court appearances, probation supervision, individualized mental health and substance abuse treatment, peer support, and wrap-around services. The VTC has been limited in its capacity to enroll and serve only those veteran offenders who had their own health insurance to cover treatment costs and/or those who qualified for VA health benefits. This has left out a subpopulation of individuals who do not qualify under strict VA guidelines because they were other-than-honorably discharged from the service and do not have alternative insurance. SAMHSA funds will open up the VTC to this group. Expansion is estimated at 25 additional VTC clients above current capacity of 50. The VTC will implement the evidence-based practices (Matrix/Community Reinforcement Approach, Seeking Safety) across three contracted service agencies, increased capacity to provide additional local detox and transitional housing supports and/or medically assisted treatment (MAT) as needed, and add peer support services, including an optional veteran mentor component and VTC alumni peer-support roles as the program continues to mature.
