39th Judicial Circuit Adult Drug Court Expansion & Enhancement - The 39th Judicial Circuit is requesting funds to expand and enhance Adult Drug Court programming to serve high risk/high need offenders diagnosed with substance dependence or addiction. The population of focus is non-violent, felony repeat offenders, who have committed offenses directly or indirectly motivated by AOD use. Participants have high risk and criminogenic need and have been diagnosed with AOD dependence or addiction. The majority served do not have health insurance, live below the poverty line, and/or suffer from co-occurring disorders. Significant percentages also lack a high school education, are unemployed, have suffered lifetime victimization, and/or have a history of IV drug use. The 39th Circuit adheres to the key components of drug courts and utilizes evidenced- based strategies to ensure success. Project goals include: providing Prolonged Exposure Therapy (PET) training to clinical agencies serving the circuit and integrating this evidenced-based modality into the treatment regimen; implementing an integrated, circuit-wide Electronic Health Record (EHR) system; providing Hepatitis B and C testing tor at-risk participants; maintaining an electronic data infrastructure for program evaluation; and expanding access circuit-wide. It is estimated that 50 participants will be served annually, with 150 served in total. EHR system integration will be provided for three clinical agencies, and Hepatitis B and C testing. Program success will be measured in terms of whether participants maintain drug-free lifestyles, experience improved psychological and physical health, experience improved educational and employment opportunities, develop stronger community attachments, and demonstrate decreased criminality. The project evaluation will describe populations served and treatment and recovery experiences.
