Fathers' Support Center Offender Reentry Program (FSC ORP) - Fathers' Support Center (FSC) will lead the FSC ORP, a collaboration of FSC, the Missouri Dept. of Corrections (MO DOC), and Preferred Family Health (PFH). The project will provide critical recovery services to adult offenders returning to St. Louis after incarceration, including substance abuse and co-occurring disorder assessment and treatment and mental health services. Population to be served is adult offenders 18 years of age and older, under the jurisdiction of the MO DOC criminal justice system who 1) have been sentenced to incarceration as adults; 2) have been assessed as substance-using/abusing; 3) have served a minimum of 3 months incarceration; and 4) will be released from MO DOC to St. Louis region within 4 months. MO DOC will conduct pre-release assessments to identify eligibility for the program and coordinate assessments with FSC. FSC will coordinate offender reentry and substance abuse and co-occurring disorder assessment services and provide job readiness, skill training, employment placement, and retention. PFH will provide substance abuse treatment and mental health services. Project goals include: 1) To expand substance abuse treatment and related recovery and reentry services; 2) to treat clients using evidence-based practices consistent with the disease and problem-solving models; and 3) to form the FSC ORP stakeholder partnership that plans, develops and provides a transition from incarceration to community-based substance abuse treatment and related reentry services. Measurable objectives include: 1) Offenders will be assessed pre-release by MO DOC within 4 months of release date; 2) Offenders will be selected by FSC, assessed with GAIN assessment tool, and placed in program; 3) PFH will provide a comprehensive range of SUD/CODs treatment services as needed including detoxification group counseling, 1-on-1 therapy and medication-assisted treatment; and 4) FSC will provide integrated employment and support services.
