Maryland Recovery Net, a newly proposed Access to Recovery Project, is designed to facilitate individual choice and promote multiple pathways to recovery for Marylanders with severe substance use disorders. Upon discharge from costly residential programs, Recovery Net will enhance linkages to clinical/recovery support services, which will in turn lead to improved recovery and reduced re-admission rates, expanding the system's capacity to treat more clients. Recovery Net will address the array of clinical and recovery support needs of patients leaving residential treatment and returning to their communities throughout Maryland, including inmates discharged from residential treatment programs within the correctional system and Iraq or Afghanistan veterans leaving Maryland Department of Veterans Affairs treatment facilities. Clients determined to be eligible for Recovery Net will receive vouchers enabling them to purchase services that are not currently available to them, such as care coordination, recovery housing, family counseling, spiritual support, recovery coaching, employment development, childcare, and transportation from a variety of providers. Recovery Net will employ an electronic voucher management system to process applications, make eligibility determinations and service authorizations, facilitate provider invoicing, and collect data. Care coordinators will play a crucial role in helping clients navigate the service system, improving engagement with services, and reevaluating each client's changing need for services as their recovery progresses. The Maryland Alcohol and Drug Abuse Administration will manage the Recovery Net program, building on the strengths of the current locally managed service delivery infrastructure to recruit providers, develop integrated service networks, and authorize services for individual clients.
