The Massachusetts Department of Public Health (MDPH), a new applicant, proposes Mass Access to Recovery (ATR), which will expand access to treatment and recovery services using a system of electronic vouchers and consumer choice, and a broad network of community- and faith-based providers. Mass ATR targets individuals in Boston and Hampden County (Western Massachusetts) involved with the criminal justice system and affected by substance use. In its initial phase, Mass ATR will focus on the more than 5,000 men and women released each year from Suffolk and Hampden County correctional facilities, the great majority of whom are affected by substance use. Mass ATR will serve a total of 7,550 clients over the project period. Key components of the project include: Referrals: In the initial phase, these will come from the Hampden County Correctional Center and Suffolk County House of Correction, which will also conduct most of the project's screening and assessment activities with in-kind funding. The network will work together as a learning collaborative, developing process and outcome benchmarks and using project data to measure individual and overall performance against those benchmarks, and jointly develop strategies to improve performance. Overall project management and coordination will be the responsibility of the MDPH Bureau of Substance Abuse Services (BSAS). The implementing agency will be Advocates for Human Potential, which will administer the voucher system, train and monitor providers, staff a consumer and provider Help Line, develop the intake system, conduct the GPRA at follow-up and discharge, and provide other administrative services. Voucher system: We have contracted with FEI for its WITS VMS, currently in use by 8 ATR grantees.
