Southcentral Foundation is a previously ATR-funded applicant committed to expanding services beyond "Alaska's largest village" (Anchorage area) to Alaska Native families residing in the Anchorage Service Unit (ASU) and "Family Wellness Warriors" communities. SCF will partner with each community, the courts, the correctional system, and child advocacy and health programs to establish a sustainable service delivery model that supports life-long recovery. In an Anchorage Native treatment facility, 81.4 percent of those in treatment reported alcohol as their drug of choice. Alcohol-induced death rates have been reported as high as 60.6 per 100,000 for Native people in Alaska. SCF will assure a safety net of supportive services in both large and small communities to support all stages of the recovery process. Recovery support needs assessments will be all encompassing to honor and incorporate the Alaska Native holistic approach to wellness. In order for the service choices to be relevant to Alaska Native families, SCF will strive for culturally-based/spiritual programs to comprise at least half of the treatment and recovery support service providers in the network. The ASU is slightly larger than the state of Colorado (l 07,000+ sq miles), and is home to 40 percent of the state's Native population. Clients from within these communities will qualify for ATR services based on results of a substance abuse screening, federal poverty guidelines and lack of adequate insurance. Care coordination and assessment will be independent from SCF and the rest of the network. After assessment, clients will be offered choices among two or more providers. The SCF ATR III program will provide 5,954 clients with vouchers over the four-year period: Year 1 - 916; Year 2 -1,832; Year 3 - 1,832; Year 4 - 1,374. SCF will more than double the number of providers in its ATR III network from the number that participated in ATR II, and will consistently meet or exceed the 80 percent GPRA follow-up.
