The Utah Division of Substance Abuse and Mental Health is a new applicant for ATR funding. The State of Utah Access to Recovery (U-ATR) Project will deliver age, gender, culturally and linguistically appropriate services to people with a history of alcohol or drug problems who are in or seeking recovery, along with their family members and significant others. The project will target three specific geographic areas: Salt Lake, Utah and Weber/Morgan counties in Utah. During the first year, the U-ATR project will impact the lives of 1,148 individuals and over the course of the grant period it is anticipated 8,458 will access treatment and recovery supports through this project. Referrals will come primarily from the Utah National Guard, community health centers, local health departments, primary health care settings and faith-based organizations that have traditionally not been a major source of referrals. Referral sources will be trained in and encouraged to use the Screening, Brief Intervention and Referral to Treatment (SBIRT) model. The U-ATR project will provide recovery support services including childcare, affordable housing, transportation, peer-to-peer support, case management and other services that promote long-term recovery. The goals for the program are: 1) Individuals seeking recovery will have access to substance abuse assessment treatment and recovery support services prior to involvement with criminal justice system. 2) Assessment, treatment and recovery support services will be client driven and they will be provided a choice of providers including faith-based organizations. 3) Individuals in ATR will access Recovery Support Services. 4) Individuals seeking recovery will access age appropriate, gender-appropriate, and culturally and linguistically competent services. Each of these goals has specific objectives which are listed on page 10 of the application.
