Florida's Single State Authority, the Substance Abuse Program Office of the Florida Department of Children and Families (DCF), a previously funded ATR 1 site, seeks funding to implement Project Recovery to serve 7500 adults 18 years and older, affected by substance use and/or co-occurring disorders over a 4-year period (1,500 in YR 1 and 2000 in YR's 2, 3 and 4. This expansion involves four major objectives to be implemented within 3-months of grant award: 1) adding a new geographic area (Hillsborough County) to four other high-need counties from ATR 1; 2) targeting a new priority client population (culturally and ethnically diverse OIF/OEF veterans and their families); and 3) adding new covered services (life skills, outpatient detox, Ecounseling, Vivitrol) for a total of 36 ATR-covered services (24 clinical treatment and 12 RSS in total). We will build new referral pathways such as Federally Qualified Health Centers (FQHCs) to ensure we reach the most underserved populations as well as new referral pathways with organizations serving veterans. As a result from lessons learned in ATR 1, in Project Recovery we will directly manage the VMS (WITS) and OA/evaluation components from our headquarters office. Our target areas were selected based upon: 1) high need as evidenced by prevalence data, gaps in services and waiting lists; 2) a sufficient population and provider base to target services efficiently, meet client target numbers, and ensure genuine choice among providers; and 3) a high degree of participation readiness as evidenced by demonstrated infrastructure and capacity to successfully' carry out the ATR provider choice, expanded service array, voucher management, data collection, and outcomes reporting.
