New Mexico's Access to Recovery project proposes that project will sustain and expand its current voucher-based system, which has successfully served over 19,245 adult New Mexicans with substance use problems, focusing on an enhanced referral system for returning National Guard civilians. Current efforts in the state's three largest population centers of Bernalillo County, Santa Fe County and Dona Ana County, the rural counties of Otero and Curry, and in the tribal communities of Five Sandoval Indian Pueblos, Inc. conduct comprehensive assessments to determine the appropriate level of care for treatment and recovery support services. In addition the sites perform GPRA data collection, provide client choice of providers in each service category and make referrals to service appointments based on the client choice of provider. New Mexico's ATR program is overseen by the New Mexico Behavioral Health Collaborative, and managed on a day-to-day in a partnership between the Behavioral Health Services Division of New Mexico, and the Statewide Entity. Extensive training, including a series provided by the National Guard and technical assistance will be provided to these organizations as needed, in order to increase their ability to participate successfully in the provider network, provide high quality services and manage client data to increase successful outcomes. This proposal to SAMHSNCSAT [sic] requests $4 million annually for four years to support individual vouchers which will cover the costs of a broad array of treatment and recovery support services.
