Access to Recovery II fundamentally transformed the delivery of substance abuse treatment and support services in the District of Columbia. To date, the District's ATR II program, Choosing Options for Recovery and Empowerment (DC CORE ATR), has provided substance abuse recovery services to over 6,000 clients, a number comparable to most state grantees in the ATR II cohort. The District intends to build on this success by increasing our proposed client service target for ATR III to 10,000 individuals (2,000 in Years 1 and 4; 3,000 in Years 2 and 3). The District's Single State Agency, the Addiction Prevention and Recovery Administration (APRA) proposes to target 3 currently underserved special populations within the overall service population: youth and young adults 18-25, women with dependent children, and the criminal justice population. The ATR III effort will utilize mechanisms such as a unique behavioral health assessment intake center at the DC Superior Court, an Environmental Stability initiative that includes six months of housing, and several interagency partnerships structured to affect systems change. Under APRA's newly proposed ATR III program, clients will be seamlessly referred into DC CORE ATR services via a state-of-the-art electronic tool for managing recovery: a fully automated and integrated voucher management system known as the WITS DATA VMS (Web Infrastructure for Treatment Services/District Automated Treatment Accounting Voucher Management System). As a real-time monitoring system, the WITS DATA VMS provides the functionality required to manage the ATR program, including contract management, voucher management, GPRA data collection, data submission, and performance reporting, and it maintains a unique set of customized business rules that allows APRA to prevent fraud, waste, and abuse.
