Missouri is a previously funded ATR applicant who will focus on enhancing quality in a multitude of areas - services, providers, recovery systems, and outcomes. Priority populations will include veterans and National Guard soldiers returning from the Iraq-Afghan War, offenders returning to the community, treatment court participants, and other disadvantaged Missourians in need of substance abuse treatment services. Two to four recovery-oriented systems of care will be established in selected urban and rural areas of Missouri that have been identified based on community disparities, as well as their connections to the priority populations identified for the ATR III project. Locations will be selected based upon past performance and review of proposals that will be solicited from existing ATR II clinical treatment and recovery support providers addressing how they will: 1) establish linkages with clinical treatment, recovery supports, and other community resources; 2) serve the priority populations; 3) achieve longer lengths of engagement in treatment; and, 4) achieve and maintain a GPRA follow-up rate of 80 percent. Recovery-oriented systems will utilize a person-centered planning model to ensure client choice and involvement in the treatment planning process to include goals that will lead to the achievement of important recovery domains including: abstinence, stable housing, employment or continuing education, legal status, and social connections. A major enhancement to Missouri's ATR III project will be the addition of recovery coordinators who will engage clients and follow them through their ATR treatment and recovery process, serving as an advocate, mentor, monitor, and support - all of which will help achieve and sustain recovery. All voucher services (clinical treatment and recovery support) will be fully funded by ATR. Missouri plans to serve 3,234 clients per year for a total of 12,936 clients over the four-year grant period.
