The new ATR grant will transform Brooklyn, Rochester and Otsego/Delaware counties to ROSCs, as the SSA partners with recovering persons, RCCs, treatment and faith/community- based groups. Under NY SOARS, OASAS will issue vouchers to help 7,500 adults and their families' access expanded clinical treatment and recovery support services; foster participant choice from diverse, comprehensive programs; and ensure cost-effective, successful outcomes. Serving 1,000 participants in its first year, NY SOARS will increase to 2,250 in Year 2, 2,750 in Year 3, and 1,500 in Year 4. The program will be open to anyone with an alcohol or other drug use problem, fully recognizing that there are many pathways to recovery. OASAS will acquire an electronic, web-based voucher management system for each community's use in delivering recovery care management, treatment and recovery care support services through networks of health, social service, OASAS-certified treatment, housing and other recovery service providers. To advance knowledge of community resources, NY SOARS will use the CCAMP software that additionally allows people to identify their individual strengths and assets that can be tapped in their journey to recovery. Local Advisory Groups will guide the transformation, assuring people facing cultural, economic, social and/or geographic barriers are able to identify needed treatment and/or recovery support services in their communities to help them address their substance use problems.
